Project History

Learn more about the project and what we’ve heard from the community so far.

Based on public input from the 2019/2020 Concept Study, the School District and the Parks Department agreed that the new center would include at minimum:

  • A 25-yard stretch competition swimming pool
  • A warm water recreation pool
  • Rooms for non-pool activities and exercise
  • Parks and Recreation Department classrooms
  • Parks and Recreation Department offices
  • Cardio/weight room and gymnasium

After looking at several sites, the City chose the Municipal Golf Course. It’s the correct size, located on a major collector, and it uses land the city already owns.

Other principles about the new center and its site, from the same study:

  • The City will use it for at least 30 years.
  • It will serve both pool and non-pool needs.
  • It will be cost-efficient both to build and to maintain.
  • The City and the school district will split the $30 million capital investment 50/50.
  • The targeted cost to operate is 30%, 70% of operational cost will be paid through fees and other revenue.
  • It will be adaptable for future uses.
  • It will operate as a recreational campus with the re-purposed clubhouse.
  • The redesigned golf course will have an executive 9-hole course and driving range with improved drainage and irrigation.

We are now designing the recreation and aquatics center. This phase includes:

  • Regular meetings by the Project Advisory Committee (PAC)
  • Surveys to collect input from the general public
  • Community and neighborhood meetings
  • Stakeholder meetings
  • This online open house

Key considerations 

  • Access to the golf course, driving range and clubhouse
  • Site topography, balancing how much dirt needs to be added and removed
  • Access/connection to parking areas, the high school, clubhouse, Stafford Road and Overlook Drive
  • Possible expansion
  • Outdoor spaces connected to the new building
  • Daylight and views to and from the building
  • How people will move around inside and outside
  • Location of locker rooms for both pools

The hatch-marked area on the plan is the “best building zone.” It’s roughly flat and a few feet lower than the elevation of the clubhouse. This area:

  • Minimizes the amount of dirt to move.
  • Is near the clubhouse and driving range.
  • Connects well to the golf course.
  • Allows for parking, stormwater management, and landscape buffers for both streets.

Proposed improvements

  • A 12-foot multi-use path separated from the road by five feet of landscaping
  • A 10-foot property dedication meeting city standards for Stafford Road
  • A short retaining wall and sloped landscape area up to the start of the parking lot, accommodating an 11-foot elevation difference
  • A new left turn lane into the site from Stafford Road
  • Dedicated right and left out and right in lanes for the Driveway onto Stafford
  • Driveway access on Overlook Drive
  • Pedestrian paths — with ramps for Americans with Disabilities Act access — from the Stafford Road driveway, the Stafford/Overlook intersection and the Overlook driveway, connecting through the golf course to Cloverleaf Road
  • Stormwater management near the Stafford/Overlook intersection, using the site’s slope to receive runoff from the parking lot
  • Parking for 176 cars, with the six closest spaces designated for those with limited mobility
  • The west end of the building includes service access for the building — including trash/recycling, building and pool mechanical rooms, pool chemicals, maintenance and storage.

The Golf Course renovation includes design and construction of a 9-hole Par 3 Executive Golf Course in Lake Oswego to replace the existing 18-hole golf course. Key elements of the project include:

  • Design and construction of a 9-hole Executive Golf Course
  • Renovation of the existing driving range
  • Design and construction of a new related golf course maintenance facility

The new golf maintenance yard and building are located at the western edge of the site with driveway connection to the new parking area.

  • On the opposite end of the site, the site around the existing clubhouse will be improved with new paved and landscape areas to meet the parking lot and form an exterior connection to the aquatic and fitness center. Outdoor spaces face the golf course to support new event space within the renovated clubhouse.
  • At roughly 57,000 square feet, the new building fronts the parking lot to the south and east and the golf course to the north and west. The building footprint roughly follows the “best building” zone shown on the site map.

The design team is looking at additional outdoor spaces for recreation and events next to the recreation pool, multi-purpose event rooms and fitness areas.

  • Traffic volumes will increase with or without the project. With only one exception, all studied intersections will operate at acceptable levels.
  • The 2015-2019 collision history shows all intersections with collision rates lower than the critical rate and no patterns of collision types or of severe collisions.
  • A traffic signal at the Stafford/Bergis intersection is not warranted, but a new high-visibility pedestrian crossing is recommended.
  • The new driveway access onto Overlook and the existing access onto Stafford can support all movements (left and right in / left and right out). No site distance limitations were identified.
  • The driveway access at Stafford should get a left turn lane into the parking lot and 100-foot vehicle exit queuing or a separate 75-foot exit turn lane.
  • Recommended improvements at Stafford and Overlook include a high-visibility crosswalk with a Rectangular Rapid-Flashing Beacon and advance pedestrian warning signs 150 feet from the intersection.
  • Assure all driveways, sidewalks, crosswalks and curb ramps constructed or modified with the project comply with current Americans with Disabilities Act guidelines.

The study also recommended other improvements at Clackamas County intersections beyond the project site.

  • The number of parking spaces proposed support normal use of the facility including the golf course, driving range, recreation and aquatics center, employees and the clubhouse event spaces.
  • Large events, competitions and swim meets would require overflow parking at the nearby high school, Hazelia Field Park and the church to the south.

Overall Building Plan

The building is divided into “dry” and “wet” spaces. At the northeast end, the main entry plaza leads to the lobby space with reception area, staff offices and check-in for golf, recreation and aquatics.

Dry recreation spaces

  • Multi-purpose group fitness room
  • Gymnasium
  • Weights and cardio fitness area
  • Building support spaces, storage and restrooms.
  • Multi-purpose event room dividable into two smaller rooms

The dry spaces connect with a corridor aligned with the recreation pool at one end and the lobby/landscape views at the other.

Locker rooms start the transition to the wet spaces. They consist of men’s and women’s as well as four family changing rooms. They connect to both the recreation and competition pools fronting the golf course.

Wet recreation spaces

Recreation pool: roughly 3,000 square feet, accommodating 125 swimmers. Includes space for instruction/exercise, an open swim/play area, a tot area, waterslide, spa and access for those with limited mobility. Pool depths range from one foot at the tot area to four feet at instruction and open water play areas to five feet at the recreation lap lanes. This area also includes lifeguard/first aid rooms.

Competition pool: Overall size and seating is unchanged from the past study (104 feet by 75 feet with a 25-yard stretch pool and seating for 300 spectators). It will have a separate spectator entrance and public restrooms.

These details emerged from discussion with Parks and School District staff, a stakeholder group of staff from both high schools representing swimming and water polo, other water polo and swim club representatives and several PAC members. Parks district staff will operate the pool, scheduling and setting it up for each group or event.

  • Water depth: 6.5 to 9.5 feet
  • Water temperature: 78 to 82 degrees Fahrenheit
  • Pool size: 104 feet by 75 feet with a moveable six-foot-wide bulkhead
  • Spectator seating: deck-level seating for 300 people facing perpendicular to the direction of competition
  • Lanes and course layouts:
    • East-west field of play for swimming and water polo competition
      • Maximum NHFS water polo course dimensions with floating goals
      • Nine lanes, each 8.3 feet wide, for the primary competition swimming championship layout
      • Short-course yards as the primary field of play for competitive swimming
    • North-south field of play for swimming and water polo practice
      • Twelve lanes, each eight feet wide, for practice layout
  • Decks:
    • 15 feet on the south side, between spectator seating and pool edge
    • 18 feet on west side behind the starting blocks
      • Provides space for swimmers/timers/judges during swim meets
    • 15 feet on the north side
    • 15 feet on the east side where there is no stair entry
      • Provides space for temporary tip-and-roll bleachers for additional athlete seating, if needed
    • Starting-block anchors on the west and north sides

These priorities emerged from public input provided in January 2021:

  • Recreational and lap swimming
  • Aquatic therapy, fitness class and swim lesson space
  • Incorporating elements for all ages, from kids to teenagers to adults
  • Spa (hot tub)
  • Water slide
  • Play structure
  • Water basketball/volleyball

The City’s recreation consultant also recommended these to balance feasibility, operational costs and revenue:

  • At least 3,000 square feet of water area
  • An area with five-foot water depth for play and exercise
  • An area with 3.5-foot water depth for instruction, play and exercise
  • 25-yard lap lanes

We worked with all these parameters and settled on four options. In addition to the features listed above, all of them also include:

  • A tot area with one-foot water depth and two to three play features
  • Stairways and ramps at various points around the pool
  • Water temperature of 84 to 86 degrees at the rec pool and 102 degrees at the spa

Option 1: Spa emphasized

  • Recreation pool size of 3,023 square feet can accommodate 125 swimmers.
  • Spa is 176 square feet and holds 7 adults. It is located closest to the locker room and competition pool entries. It is near to, but separated from, the tot area by the stair entry.
  • Direct stair and ramp entry to tot area and lap lanes and two stairs into plunge area for water slide.
  • Tot area next to wider deck area and viewing area outside the pool.
  • Largest tot area of the design options.
  • Multiple stairs for intermediate water depth allows stair access to lap lanes while waterslide is in use.

Option 2: Largest pool capacity

  • Recreation pool size of 3,233 square feet can accommodate 134 swimmers.
  • Spa is 125 square feet and holds 5 adults. It is located at the opposite side from the locker rooms away from the tot area and lap lanes.
  • Lap lanes and tot area are closest to the locker rooms.
  • Viewing area outside of pool overlooks the lap lanes.
  • Large open water area with 3.5-foot water depth and bench seating.
  • Direct stair and ramp entry to tot and open water area and stair entry to lap lanes and plunge area.
  • Separate waterslide plunge area allows for intermediate depth activities even while waterslide is in use.

These priorities emerged from public input in February-March 2021:

  • Exercise classes (dance, yoga, tai chi, etc.)
  • Indoor sports (basketball, pickleball, volleyball, etc.)
  • Strength and Cardio training
  • Classes (art, music, language, etc.)
  • Community meeting, event and rental space

Written comments included:

  • Concerns about affordability, traffic and parking
  • Requests to design the facility for all ages, with adequate space for indoor sports and outdoor activities

The City’s recreation consultant also recommended these minimum sizes to balance feasibility, operational costs and revenue:

  • Gymnasium – 7,250 square feet
  • Group Exercise Room – 1,300 square feet
  • Fitness/Weight-Cardio space – 3,300 square feet
  • Multi-purpose Event Room – 1,300 square feet (divisible into two equal rooms)
  • Multi-purpose Room in the Club House – 2,000 square feet (divisible into two equal rooms)

We used all these parameters to design the floor plan which meets or closely meets these sizes.
