The Cooper Mountain area includes over 1,200 acres along Beaverton’s southwestern city limits. The area was recently added to the region’s urban growth boundary. The City of Beaverton is leading a planning effort to determine how to provide new homes, roads, parks and welcoming neighborhoods to Cooper Mountain – and we are asking for your ideas!

Project Background

The Cooper Mountain Community Plan is a multi-year effort to complete a detailed plan for the 1,232-acre Cooper Mountain area.

The city will plan this new community with guidance from public engagement and in coordination with regional partners and concurrent planning efforts, including the Cooper Mountain Utility Plan. The Community Plan will build on past efforts, including:

  • The South Cooper Mountain Concept and Community Plans.
  • The Beaverton Housing Five-Year Action Plan.
  • The Beaverton Community Vision.
  • The Beaverton Diversity, Equity and Inclusion Plan.
  • The Beaverton Climate Action Plan.

Cooper Mountain Project Area

Project Overview

The Cooper Mountain Community Plan will establish a long-term vision for the area’s growth and development to support welcoming, walkable neighborhoods that honor the unique landscape. Cooper Mountain is expected to provide at least 3,760 homes, including a mix of housing types.

What have we heard so far?

The Community Plan provides an opportunity to create new, welcoming neighborhoods and help meet the region’s growing demand for housing. Based on existing conditions research and past discussions with the community, we know people have questions about how:

  • Development can occur while avoiding steep slopes and preserving the area’s beauty, key natural features and wildlife
  • Traffic safety can be improved in an area that now has rural roads
  • Transportation projects can be completed so more automobiles, bicycles, pedestrians and transit riders can move through the area
  • A variety of housing types (including duplexes, triplexes and quadplexes) can be integrated into neighborhoods
  • Funding can be identified to build roads; sidewalks, trails, water and sewer pipes and other public infrastructure
  • People with lower incomes will be able to afford to live in Cooper Mountain
  • A wide range of community members, including traditionally underrepresented and underserved communities, can participate in, inform and influence the plan

For our project to address these challenges, we’ve developed the following working project goals.

  • Create equitable outcomes for residents, including historically underserved and underrepresented communities.
  • Provide new housing in a variety of housing types and for all income levels.
  • Preserve, incorporate, connect, and enhance natural resources.
  • Improve community resilience to climate change and natural hazards.
  • Provide public facilities and infrastructure needed for safe, healthy communities.
  • Provide safe, convenient access to important destinations while supporting transportation options, including walking and biking.
  • Provide opportunities for viable commercial uses, including places to work and places to buy goods and services.
  • Identify feasible, responsible funding strategies to turn the vision into a reality.

The Cooper Mountain Community Plan will be created with the community. Public engagement will intentionally include historically underserved and underrepresented communities to ensure the project incorporates a broad array of ideas and feedback.

The community plan will take roughly three years to complete. Key project phases are shown in the timeline. Annexation and development is not expected to occur until after the planning process is complete.
