The county will run both libraries, in a system modeled after the City of Sandy’s two-branch system.
Libraries of this size could be built from existing funds, without additional costs to taxpayers for library construction. If residents want to build a larger library, they can seek additional funding through alternative measures. These courses of action would need to be voted on by residents in the service area after careful consideration to the limitations of the ongoing operational budget.
The public (you!) will help determine what the library will be like, including: location, design, and services.
How much will it cost to build Oak Lodge Library— and what does this mean for taxpayers?
Construction costs depend on the library location and design that the public wants. Certain locations will cost more, and certain library features are more expensive than others. At a conceptual level, construction of a 19,500-square-foot building could be built for an estimated $5.9 million. A library of this size and cost would not impose additional costs to taxpayers for construction.
However, the actual cost could be very different from this estimate, and cannot be known until we are further along in the planning, location and design of the library.
What if Oak Lodge residents decide they want to spend more money on their library?
If Oak Lodge residents want a library or a design that exceeds $5.9 million, they can seek additional funding through alternative measures. A vote within the service area would be needed to provide this additional funding.

A library is more than a place to house books
Libraries are also places for residents to gather, learn, and build relationships with one another.Timeline: Opportunities for Input
Planning for the Oak Lodge Library is a collaborative effort between Clackamas County, local community groups and you—Oak Lodge residents. The project includes many ways for you to provide input. The public will have the opportunity to be engaged throughout the process, particularly to provide input on the library’s location and services. Ideas generated through the public outreach process will be subject to building site and budget limitation. Because we are just beginning planning for the library, the public engagement details are still being developed. At this point, we anticipate the process outlined on the graphic.

The partnership benefits residents and students in the Parks District and School District areas. Under the agreement:
NCPRD and NCSD are dedicated to a thorough, inclusive and transparent public engagement process for the development of new parks and facilities. The 120,000 residents that make up the NCPRD Service District will be engaged in conversations on revitalizing and repurposing the elementary school properties.
